Do pedophiles do hand signs sort of like gangsters identify themselves with fingers bent different ways. Post any weird hand positions you see of the Washington DC crowd here and maybe we'll see a connection. Here's a boring video by Breck Brunson (former signer of The Apes, Amanda Kleinman's first band) of him scraping something. At the very end of the video is a flash of a hand sign, at 1:11. The name of the video is "uncover (ing)" so perhaps there is something to be discovered by analyzing this video.

Could be something... or nothing.

Guys middle name is Omar, which is used a lot by Latino parents to name their kids. The guy also shows an interest in rap, so maybe he's just flashing signs. What he's doing looks simlar to this .

It does indeed appear to be a hand sign. I literally have to contort my digits to replicate it. And, all of The Apes/Heavy Breathing videos that I have seen have "flash" images in there that require pausing the video to see.

At about 1:11 looks like: 1) two fingers pressed against skin with a small circular redish wound followed by: 2) a hand sign with the ring and pinky fingers pressed against the palm with the index and middle finger wrapped around each other, with the thumb out-stretched.
