Dude.... you may be onto something...... I can't quite place it.... You should check out investigation anomalies like if it was ever suspected that they knew but delayed action unreasonably, or that the serial killers had handlers, crime scene tampering suspected... anything and everything and everyone they tried to hush relating to the events... this could open up worlds... some living and free walking individuals could be implicated... They could be mentors by now and could implicate others in the system... this could help clean up moles in the FBI etc...
