Tough to say, exactly. The directives of these individuals are likely constantly evolving, especially at the lower levels. I think JA was well on his way up the ladder. White House access and the level of protection he has enjoyed since PG broke are also indicators. He sure looks a lot like a Rothschild, doesn't he? From what I have seen, there is nobody above him in the DC area in his area of expertise, although his public persona is contrived normalcy. I think ritualistic child torture is a right of passage and Pegasus was a reward to JA for all his hard work. It was going to be his personal torture chamber.
