I have personally done this around Montreal where i made wall art about child abuse and ritual abuse. This was 2010 -2016 so it was mostly ignored. The police(towards the end) would wait until I finished and then people would come and cover it up within an hour of me making it. I would take photos however. Eventually I just became disillusioned because they were all covered up so fast, people wouldn't have a chance to see them

And who is going to pay for it? To print enough to make any difference wouldn't be cheap.
