To steal a term I heard yesterday. He suffers from Turbo-Smugness. He's so high on the smell of his own farts, that he's probably not fully cognizant of what he's saying and how it sits with regular people.

The only thing that's saved him so far, is probably some form of public "Bystander Syndrome" where people accept that he must be okay, because otherwise someone in authority would have stepped in and handled the situation by now. And he'd be in jail or something.
