They won't be able to prosecute retroactively. There might have been a way to do it by keeping the statute of limitations but the clock only starts after any cover up ended. They are letting Hastert off the hook with this bill.

Found a similar bill that is about 25% through the approval process in the US Senate US SB30 - https://www.legiscan.com/US/bill/SB30/2017 Extends the statute to 10 years and also for MINORS it extends 10 years from their 18th birthday.
