All of this guy's jobs had to do with logistics of trafficking people. The "tour guide" job wasn't some guy in a minute man uniform showing the public around the Capitol. He was in control of the important traffic. He went from being Clinton's Advance Man until Clinton left office and he became the Advance Man of the next leading candidate to be a Democrat president which was Gephardt and after Gephardt dropped out he went to be the Advance Man of the leading candidate Kerry. He was the Democrats' most trusted person in DC at the time.
