Just playing devil's advocate but is it possible the higher number is because Virginia has a lower bar for what classifies as a missing child?

What if you compared McLean Virginia to another place in Virginia? That would be more objective because it would bypass the reporting problem of states with a different definition of what constitutes a missing child.
