Vault 7 seems to be a precursor to this narrative. Although it seems the CIA & HRC/Obama pushed the Russia did it story so hard including that they plant CP so everything would ultimately be blamed on them. The American People woke up called their bluff and they are now trapped with the CIA did it. Except they were the CIA & were the DOJ until Sessions took their resignations. Finally Trump fired Preet Baharra personally who was in charge of all investigations.

And they were the FBI as in McCabe at least & possibly Comey.

The narrative was seeded a few months ago during the Anthony Weiner beginning of Podesta Pizzagate fiasco when articles came out saying that Russia would be able to plant CP on computers.
