Also, could you elaborate on how this might be connected to child sexual exploitation by the elite? This seems like it is mainly about low-level sex offenders. Did anyone FOIA the actual report? Was there any followup?

This is an old article but does show the connection between foster care, abusers and the lack of oversight that these institutions have. Would love to see a follow-up to this story.
