19 to 50 is a range of unknow data. It seems to me that if the goal of the government is to stop this behavior they would develope systems to track missing people.
They could stop illegal migration easily with E verify, but, the elites want cheap labor. A good tracking system with a global, national, and local focus would be shunned or manipulated by the elite.
