we should look up some names mentioned in the files, let's see if some of these victims have committed crimes like murder or mass shootings etc. Maybe some of these victims have been used for terror plots. It would also be handy to get some faces linked to the names, because of the use of aliases.

Excellent find! Not too long ago I read the book "Twelve Years in the Grave", which is the true account of young woman who was attacked with all sorts of energy weapons. The paragraph you referenced sounds like her. In the book, she mentions that she wrote to numerous governments for help, but never received any responses.
