Omg. I mean, I rather a pedo look at this cartoon rather than an actual child, but I think what it really does is fulfill another fraction of the pedophile market's wants & needs, but also could be presented to potential victim like "hey, look at this cartoon, it's OK to do this"
I was going to say the person that drew this needs to be looked into, but thought that if we went down that avenue, everyone who drew a picture of a dead person or violence would have to be looked into too. Then we would be constantly looking into the comic/cartoon world.
