This is what Webb has alluded to as well. He seems to have the evidence. Seth Rich was set up for confession. Given truth serum in his drink "looks very drunk" not usual for him. He disappears around 2 and a few hours go by before the shots are heard. He was being interrogated "made an example of" as stated in JP emails.
