A network are different kinds of threads, a supportive system of sharing something among individuals and groups having a common interest. Those three individuals seem to have acted alone. Three individuals don't make a network IMO.
In my current understanding, there is a cluster of networks, some aware of each other, some not, but the main idea in the high level seems to be to protect this whole cluster, to enable monetizing and blackmailing people with CP / child rape. A network of three might be individual, but they might be protected by other networks involved, making them indirect part of the whole. I'd guess the surgeon in this case will be sentenced low, or settled, because of other networks interest.
Sure drawing the line somewhere in the water is practically impossible, but being active here for ten weeks and an unregistered lurker for longer, STILL being unclear of when a post follows a rule or not is just unacceptable from a user point of view. I constantly see posts left alive IMO not following the rules, and posts deleted IMO following the rules... Just try to do something about it, please.

True. But the OP would need at least to speculate about some kind of network, according to our definition, and give some ideas and evidence why he thinks so. If the rules wouldn't ask for this, this site would be cluttered with many unrelated and/or unproven posts.

The middle part - the one you mentioned - is the core of the rule. The bit "organized" resp. "systematic" pertain to the bits that follow in this sentence, of course. If this is clear to you, then we should have solved it?
I think it would be helpful to integrate this bit into the rule on the main page. Will discuss.
