Better bring a few drones. Anytime you put isomething into or over the ocean in this case, there is a chance you'll never get it back. Gust of wind or some bird shot and our drone is taking a drink.

They will operate in winds up to about 20 mph. On the ocean like that you'd have to be careful. As for bird shot, the one in the article was flying at 300 ft above ground level. Many of them have sensors that allow them to fly at a set distance from the ground or at a set barometric altitude. There's a trade off. The closer you get the more likely it is to be detected but the higher the picture resolution too.

Use a boat to get within a half mile of the island and use an RC drone, plane, or helicopter to take pictures.

The Aeromapper Talon airplane would easily fly from St. Thomas and take enough aerial photos to completely map Little St. James. It could probably do Great St. James too, on the same flight. They really are remarkable. You program a flight path and they do the rest.

Edit: Because they are fixed wing, they tend to be fairly quiet too, not like those quad-copters.

Yeah I looked the island up on google earth, Little St. James island is next too Great St. James island and isn't very big at all. If I had a boat I would go there and take pictures and fly a drone over it. Maybe put together a small team to infiltrate at night. Don't know what security is like. perhaps someone near by on the Virgin Islands can scope it out.

That would certainly be possible. The neighboring island of Great St. James is only 350 yards away from one of the larger structures on Pedo Island.
