I think there was an earlier FBI leaked memo that was proven to be false. I believe this is a different one. Here is the link

It's the same memo that Wikileaks says is fake. They link to http://borderlandalternativemedia.com/2017/05/fbi-memo-reveals-seth-rich-dnc-documents-laptop/ Joe Biggs is one of the creators of that site. He is the one that first released this memo. Then Wikileaks said it was fake.
