I've never seen a better example to prove the appeal to authority is a logical fallacy, probably the most dangerous logical fallacy. People give far too much respect to those who are claimed to be authority figures.

No, procuring victims for known criminals with incredibly high recidivism rates is a bad idea. It infringes on the rights of the future victims. Known criminals often sacrifice certain rights. For example, convicted armed bank robbers are not upon release given handguns and a map with all the banks marked on it. They are not permitted to exercise the right to bear arms in fact.

I don't know what Teresa May's views on the subject are, but the fact that some legal academic is brazen enough to propose this says a great deal about the push to normalize pedophilia. How about these statements: "Rules which bar convicted kleptomaniacs from working as cashiers, store clerks and bank tellers are unfair. No background checks should be allowed as a condition for employment."
