State judges run for office (the ones that are elected). Every time you find one doing "their" dirty work, write down the name and why. Then tell all your friends and why. We got one out a few years ago actually for allowing a child to be repeatedly placed in bad homes. He just kept putting him back in the same ones, bad ones. One died. That got the attention of people that cared and he was voted out. I can't promise it will happen for you, but why not? You are mad enough probably to make the difference. Go for it.

Local billboards to out them and raise awareness/embarrass them? But that's money.

Definitely keep lists and find out who put these people in power and look for patterns.

This is a great idea and has been mentioned before. A go fund me would be a good idea. They could be put up in strategic cities. The ones that have the most missing children, for a start. Of course, I have no idea how much they cost, but a good idea still.

Be aware that judges are usually disciplined for IMPROPER CONDUCT not becoming the Court. Judges may be removed from the bench for same or for MENTAL INCOMPETENCE (e.g., dementia, Alzheimer's).

Judges have WIDE DISCRETION in their decisions as long as they are within the law. There is a Code of Conduct that is used as a guide but not ienforceable on its own.

You are talking about multiple judges in many different states. You'd better have an nationwide army with you to pursue this, and it isn't likely to get far.
