This part is true: On June 17, 2013 in a small town in Oklahoma a black man, Sammie Wallace, was shot dead by police after an attempted kidnapping of a 2 year old white girl in a Walmart. Part of the event captured on security camera which was released to public after June 20th. He made bizarre statements during the 30 minute standoff with police. This info is easily googled. Did Stew Webb spin a story out of the incident?
