This is a very recently activated hidden childrens program in oakland, It consists of rich well funded doctors telling "poor people" and their babies how to live. I found some of the Doctors have been giving seminars to youth groups also. Lubin has some very unsavory connections in Sonoma.

We are seeking evaluators to join us both in the design phase of this demonstration project and throughout implementation. Evaluation applicants are encouraged to demonstrate expertise in early childhood development and financial asset building. This is an exciting initiative undertaken in partnership with a number of baby Home Visiting and Early Head Start programs in Oakland, California."
