Well to begin with, if they are faking most of what they do, why even cover what they are doing? No, assumption is not fact and you cannot arrest on that. But animal cruelty is. There should be proof somewhere of that. I know a guy who is now a VP of a huge defense corporation who used to do this exact kind of thing. They'd have boys night out at a strip club on a regular basis. He'd buy the first few rounds and egg on the rest of the debauchery. Any of those people got out of line later and the stories flowed. It is standard operating procedure for the well connected.
