If the app tracks gps and addresses, and coins are presumably originally purchased with real money (credit cards), instead of blanket blaming the app/site, can't they track the individuals actually responsible for requesting the pics? That would be ideal to catch the creeps who sent the girl coins. Even if the user is anonymous can see who else they sent coins to and try and warn those other parents about possible risk to their child. Unless the service is not cooperating in which case I guess you can keep all the blame on them if they are protecting the perpetrators..
