The time it would take to rip and emplace 14 pieces (at least) of painter's masking tape on a little girl's arms while her torso is pressed against the table is impossibly long to believe a young sibling did it.
Furthermore, the distinct differences between the left and right arms (sleeve rolled up, hand positions, gross difference in taping 'signature') indicate two different people, at least, were involved.
You are so very right. When you take these pictures apart, so to speak as you just did, it behooves me to wonder exactly why people are not up in arms. It is hard for me to even picture the scenario, for I have had to picture too many already. Why are people not asking questions or answering them. Of course we know this question has not been asked. It is about time we pushed and shoved this into their faces. Until we get an answer. And it had better be a good one.
