Court--Appointed Special Advocate (CASA) is basically an untrained volunteer position offered in many states but started by a Seattle judge (two strikes in Pizzagate) in 1977 due to lack of available public defenders for foster kids, though they don't seem to have any legal authority beyond recommending the future of the "abused" child.
