The counter narrative reported by NPR centers on allegation by Rod Wheeler that Fox News, with the knowledge of the Trump administration, concocted a story about the death of Seth Rich in order to deflect attention away from the alleged collusion between Trump & Russia for the purpose of influencing the election.

The hazard for Podesta is that an open investigation of the facts relating to "Panda" Seth Rich and how the DNC emails got to WikiLeaks could well unravel into pizzagate territory.

I don't have enough knowledge on Racine in particular to debate your assertions but I do concur that Pizzagate is just the tip of the iceberg. In fact I would go further by saying that I could be convinced it's largely a psy-op to misdirect and obfuscate tenacious enquiry.
