So, let me get this right: CIA has the capability to not just intercept all the child porn these fuckers are making and distributing online, some using their own kids, but can capture it en masse and keep it for a rainy day to search whenever they want? That is, they know who all the pedos and CP producers, distributors and consumers are, and what they're watching, and could expose evidence to convict them any time they want to?

Where does it say they can do that? Where does it say they can get "All." That wouldn't make any sense at all.

Because like the CIA's other tools, this is used in a targeted way. Scooping up massive amounts of data doesn't make the job of an analyst easier. It makes it harder. For example, looking for a 15 min clip in a sea of 50,000 hours of footage is massively time consuming.

This reads like you target specific streaming video, for example, if folks are having a skype call or if a propanda server is broadcasting. I see nothing her like what you are imagining.
