It looks to me like it might have something to do with Dia De Los Muertos (Day Of The Dead) which is celebrated in much of Latin America, including Bolivia. My guess is this is from an ad hoping people will bring their families there to celebrate. It's creepy by American standards, but not any worse that a lot of what I've seen at Halloween time, which happens to occur right before Dia De Los Muertos.
