The author and his position was not unknown. The author's name is Richard Higgins, "a former Pentagon official who served in the NSC’s strategic-planning office as a director for strategic planning." He was part of the Flynn-Bannon-Gorka-conspiracy wing of the White House.

The analysis is not some thing the government is actually doing. The analysis, in my opinion is a paranoid fantasy of what the author thinks the government is doing.

AND I provided a link and accurate information about who wrote the document so people could find out who the author is and where he's coming from.

For the first, and probably the last time, I'll thank you for the origin. I had the link on a notepad after poring over a lot of info and for the life of me couldn't trace back to its origin. And just to balance things out....go fuck yourself. That is all.
