It's likely that they began being created/groomed after WW2, and Clinton may have been the first. George H.W. Bush was deep state enough that I think he was just legitimately sick. Reagan was apparently okay but compromised early in his presidency. Nixon was another good president but also compromised obviously. Carter was just a dumbass that apparently let other people run his admin, so maybe he was a puppet too in that sense, but I don't know of any evidence suggesting he was groomed. I have seen circumstantial evidence for Clinton though, and Obama.
