If they have money they can bribe their victims (by victims, I mean the entire family here). If they are a prominent member of the community, they may be far more intimidating than someone just working an average job. They may have influence over the careers of their victims. They may have influence over legal matters. They may also have influence over politicians and law enforcement.
As to your theory of feminism being responsible... I don't think that's really the case. Look at the history of infanticide. Children have never really been high on society's food chain. We are witnessing the metastasization of cultural cancer, and it is no doubt going to have a disproportionate effect on the most vulnerable in our society. But child abuse and neglect has been around before many of the modern problems which may be aggravating it.
