There's a rotating position called a Duty Officer who has to be available 24 hours a day and carries around a big book of contact information so that a US citizen can always reach someone even in the middle of the night. It went up the chain to the Secretary because it became an international incident with headlines around the word with 10 American Baptist Missionaries arrested.
