This is going to have to do with space based weapon systems maybe. They say the need them for "asteroids" or some bullshit, the timing is perfect because of that small asteroid that will come kinda close to Earth pretty soon.

In reality it's to target other countries from space. Some of the leaked Podesta emails and critics of those who are involved in said emails mention much the same.
