I would be willing to bet they have a coven operating within their local CPS system. Any law enforcement investigator worth his weight in salt could figure that out with some investigation. They probably also have some judges and law enforcement in their pocket in the same area to cover their ass. Maybe a state senator etc....

DC stat was out of 500 missing, 22 were unsolved, and that stat was from Jan to march in 2017
