You basically are claiming that since 2003 the FBI and many local law enforcement agencies engaged in a conspiracy to release to the media information about fake arrests and nobody has caught on to this. A conspiracy that would include the courts, media, local cops, etc. And you have zero evidence other than they didn't put any names in their press release.
