When the victim asks for and is offered a financial settlement in exchange for not cooperating with the prosecution or simply can't face testifying in court, the case tends to crumble. This is one of the reasons that so many apprehended abusers are released into society to continue offending. Oregon has a civil compromise law that essentially allows perps to pay off victims if the judge allows it. In this case, the judge denied the settlement, but the victim still did not want to testify. The judge left the door open for future prosecution. There could still be a civil suit filed by the victim.

It seems that Bean and his accomplice turned on each other, triggering a complicated and sordid double trial and even a separate investigation into allegations of a sex extortion ring operated by others.

In the end, all cases were dropped, including the extortion ring case. If the victim (age 19 by the time of the trial) had agreed to testify, the ending to this story might have been different. Everything always hinges on the courage of the victims. It isn’t fair, but it’s a fact.
