Yoichi Shimatsu is not a reliable source. He was a tabloid journalist and he is wrong about many things in that article. While it's entirely possible (and I believe likely) that MIT was storing CP on their servers, it was not being transmitted over the internet from PP in Cambodia.

During that period it just wasn't possible for MIT to have their own satellite in PP as the ONLY internet service at the time was provided by Vietell, which is the Vietnamese Military Satellite.

I don't think you realize how technologically undeveloped Cambodia was during that period (and still is). Also, I doubt they would have permission from the Cambodian government for an uplink - Cambodia is not US friendly. Any CP was coming out in diplomatic bags - just like the Australian Ambassador to Cambodia was doing during that time period.

MIT was doing telemedicine in Rohib, which is a tiny village in the north of Cambodia and close to Thailand.
