To be fair I don't think they think it is harmless, the news is reporting out prisons are heaving and there is no room for more, no wonder there is so much crime, they hear this all the time. The good police here are under a lot of pressure. I have watched many programmes where they spend hours and hours staking out and compiling good evidence, but when they bring the criminal to court the judges/courts to release them. (so I think it is the higher ups more). I have seen the police saying this is so frustrating, and a waste of time, but they still have to do their jobs in the hopes of a conviction. For example, when they track and finally catch an illegal immigrant, take them to court, the court reprimands them and then releases them on the condition they report weekly to the Immigration Office while we do the paperwork to export you back to your home country........one guess what happens?...........you're right they don't show up to sign for that weekly report. I feel sorry for our good police.
