Way back in the '60' according to my handler, the DCPD was CIA controlled, completely, . But the Metro Police were not, and our problem was with them. The Metro Police were part of the Public Service Workers Union and were therefore Mafia controlled. The CIA could work with the Mafia but it always took lots of time. They liked to haggle knowing you were in need, you had to put some sugar in it.
