If I were the banking system I would construct a parallel system that allows me to still have oversight in a manner that is not connected to the "Federal Reserve" brand.

At the same time I would make it appear as if the Federal Reserve is on the ropes and in danger of being weakened or even abolished totally.

In doing so I could make it appear as if the common people have won and defeated the banking system but I would still be in control behind the scenes as usual.
