I looked into that.... definitely a big underground there... but from what I saw, nothing illegal in the content on youtube. Parents (or controllers) putting their kids on camera... but clothed. Nothing worse than what you see on the pageant shows on TV nowadays. Some of the comments are pedofile in nature, with users relating the childs appearance to "sexy"... but again, not out of line of what we see at gay parades or even on TV now. The videos seemed to have lots of views, up in the millions for some. Many have the comments shut off, but are getting lots of views... or money. Many appear to come from Russia. A documented full investigation with documentation should be performed as evidence.
