Most of those people probably had reservations waiting for them so going back had to be more than a wrong plane or someone who didn't have a ticket scenario. Even if lets say it was a child they could just detain them and hand them over to authorities.They could have been arrested or whatever after getting to their destination but who ever it was had to be so important that they couldn't take a chance that Japan would make sure they didn't escape.

This story is getting more and more bizarre. They wouldn't inconvenience hundreds of people for one person. They would land, and the one that supposedly was on the wrong plane could fly back. 4 hours? Think of all the fuel and the cost of having to get all these people on new flights.
