You go with a confederated process, and eventually you get an Awan scandal. No easy way to check if someone is cleared or not and so a lot of arrangements are made through sidebar deals. Different agencies conduct the same background checks based off of SF86 forms to issue "equivalent" clearances. One TS does not go from agency to agency all the time. Lots of exceptions.
