Virginia recently (just last year, I think) enacted a new law where social workers, etc. cannot be charged for possession of child pornography because it might be part of an "investigation". I still don't understand why that would be necessary. If you are investigating it, you should immediately be calling the police and turning that evidence over. Since you are taking that evidence to the police, there is absolutely NO reason why you would fear being charged for possession of child pornography. If the cops find this stuff on your phone, computer, etc. and you haven't reported it to them -- you should be charged. That law doesn't make any sense unless there are a large number of social workers, etc. who have stuff like this on their PCs and they were trying to prevent it from becoming a scandal by making sure that they couldn't bring charges ...

it could be that they dont want regular joe cops hauling in social workers who are part of a higher up fbi sting - and dont want to have to reveal that fbi activity to the joe cops - who might also be under suspicion

I hadn't considered that. Could be. I'm just wondering how many times this happens that it was necessary to change the law. If so, we are talking about a lot of cases to justify lawmaking. Seems more likely to me that it allows any government official that works with kids to suddenly claim they are "investigating" child porn if they get caught with it. I mean, the guy who played in the band The Who (Pete Townsend (sp?)) claimed he was researching it, too, when he got caught.
