This headline is wrong. The funds were frozen and then released. When the allegations first came out the funds were frozen pending an investigation. The investigation did not warrant further actions and The funds were then released. This dates back to 2016.

Save the Children and IRC dragged into Oxfam abuse scandal A report leaked this week showed a charity headed by David Miliband had its funding suspended over allegations.

The International Rescue Committee (IRC) has become the latest humanitarian organisation pitched in the spotlight following the revelations that Britain’s Oxfam failed to report a former country manager for illegally using prostitutes in Haiti.

As outrage over the Oxfam scandal mounts, top non-government organisations such as IRC and Save the Children have also been accused of a culture of cover up.

A leaked report seen by British tabloid The Sun from the UK’s Department for International Development (DFID) revealed the IRC, which is fronted by former UK foreign secretary David Miliband, had its government funding suspended over allegations of sexual harassment and fraud.

Funds were eventually released to the charity but the public was kept in the dark about the incident.

“The IRC followed good practice, reporting allegations to donors, conducting investigations and providing reports to donors and local authorities,” an IRC spokeswoman said about the report.

An IRC spokeswoman told AFP the New York-based organization had substantiated three cases "related to sexual abuse" in DR Congo, saying "the staff were dismissed and the cases were referred to the police."

It was not clear when the misconduct took place.

IRC media manager Lucy Keating told AFP the DR Congo cases involved people from "another organization" that was "part of the consortium of which IRC was the lead."

"The IRC followed good practice in these cases, reporting the allegations to donors, conducting investigations and providing multiple reports to donors following the conclusion of the investigations," she said in an email.

The IRC also investigated, but could not substantiate, four other allegations of sexual abuse involving IRC staff in the DR Congo, she said.

The other cases all concerned allegations of "fiscal integrity," but those investigations have been concluded and the cases closed, Keating added.
