There's such a thing as reading too much into things. In Tucson, the sun is incredibly harsh and most homes are constructed with at least a little consideration for north/south exposure. Proper placement of windows is super-important if you're worried about energy conservation, which appears to be the thing this entire community was based around. There's nothing creepy about this; it's architecture talk for "we built a green building and these are the features of it."
What would be definitive would be photos of the place, or a floorplan. Looking at the stuff you can easily Google, it appears to be a hideous pile of plain adobe walls and tin roofing.
