before you guys get all uppity somehow my comment lead to this and I don't mind a little research being done. but Houston celebrates Mardi Gras to an extent and those mask are pretty typical Mardi Gras Ball looking stuff. The medal idk about as I cannot see it but the ribbon it is on is Mardi Gras color's. Everyone from houston to Biloxi has been to a few Mardi Gras balls.

Don't know what the medal is yet must be for some award or he is a High Ranking Member of some Secret Society. In St. Louis Mo.
