That's their agenda. In 1990 the idea of gays getting married was unheard of but once the groups promoting this jumped onto the Americans with Disabilities Act of 1990, they moved forward. Although the act was to help people with disabilities to get better access to independent living, it was used to push equal rights for GLBTQ etc.. groups and they won.
