On basis of the results of the autopsy performed on the embalmed body, and following the previous autopsy of 425 Mr. Robert MAXWELL, I hereby give my Expert's opinion, that his death was most probably caused by drowning.

1. The traumatic injuries which were summarized in the previous paragraph, are the result of blunt injuries and were caused antemortem.

2. Abrasions, contusions and hematomata on the body of Mr. Maxwell, are compatible with an involuntary fall into the sea.

3. For preparing a final opinion, we require the protocol of the first autopsy, histological sections and the results of toxicological and biological tests (including water sample from the drowning region).

Edmund Safra had been one of Robert Maxwell's closest friends. Safra had personally allowed money to be funneled through his bank from Eastern Europe. 'When Safra realised the bureau [FBI] was moving in,' John O'Neil recalled, 'he did a deal. He agreed to keep the bureau informed of what moved through his bank to the Bank of New York, which had been targeted by Russian and Bulgarian crime syndicates. Safra didn't like the heat on him, so he agreed to help the bureau.' But, when Safra announced he was going to sell his bank for $9.8 billion in 1999, he also attracted powerful enemies. In December of that month, Safra was in his penthouse, one as secure as Maxwell's, in the Belle Epoque building on Monaco's exclusive Boulevarde Ostend. Some time during the night masked intruders had entered the penthouse. A male nurse, one of two Safra kept permanently available to tend his needs - an American - raised the alarm. The female nurse and her elderly patient locked themselves in a bathroom. Safra used his mobile phone to contact his wife, asleep in her bedroom in another part of the spacious penthouse. She assured him help was on the way. When police and firemen broke down the bathroom door they found Edmund Safra and the nurse dead from smoke inhalation. The cause of the fire and how the intruders made good their escape was never established. They had not been captured on the penthouse surveillance cameras.
