Always thought that the traffickers use these parks to profile their victims. Checking out how much the parents pay attention and such. And yes I’ve seen people taking pictures from other kids in these sort of amusement parks. The abductions happen usually after and not in these parks. Of course there are also cases as you mentioned in op where they tried it right in the park but I believe professional traffickers pick their targets in precisely these parks. Regarding the account of an attempted trafficking incident at Disneyland, something similar happened to us about 2 months ago at Cedar Point, a large amusement park in Ohio. It was the end of the night and our last thing to do was the large carousel at the entrance. My husband went on with him and our other child. Our 6 year old (blond haired/blue eyes) was being grumpy, so he sat a few rows in front of my husband. After the ride started, I noticed a women who was obviously by herself, sat next to my son with her phone out the entire time. She was taking selfies, but she always did it in the direction where he would be in it. Once I noticed this, I started waving to my son every time he came around. He finally noticed and waved back, which got the women's attention. Our eyes locked, I gave her a mother's glare, and she quickly looked away. When the ride ended, I motioned for my husband to catch up to him as he was exiting. When they got back to me, the women was right behind them. She walked around us and we followed her out of the park. She pretended like she was in a group of people, but no one was talking to her, so that seems unlikely.

It was nerve wracking.
